About the role

The Manager, FOI and Information Release leads and manages the TAC’s FOI and information release functions, providing authoritative, high quality and practical legal advice on the application of the Freedom of Information Act & the Transport Accident Act.

The Manager develops, implements and maintains TAC’s strategic enterprise-wide approach to information release, balancing organisational risk and transparency, with legislative obligations.  This role also oversees the end-to-end processing of requests for TAC records and information, ensuring compliance with statutory requirements, timeliness and consistency of decision making and reporting obligations.

The Manager leads and develops a high-performing team of FOI officers and administrative staff, supporting psychological safety, capability and continuous improvement in service delivery.

About the Team

This role sits with in the Legislation and Privacy Branch in the Community Division. The Community division is committed to engaging, educating, and influencing the Victorian community, stakeholders, and our people to ensure the TAC is trusted, empowers our people, fosters a safety-first road culture, and supports delivery of the best outcomes for our clients.

Reporting to the Senior Manager, Legislation and Privacy, you will be supported by a highly collaborative leader who values diverse perspectives and encourages fresh thinking. The team is dedicated to driving innovation, continuous improvement, and the delivery of practical, outcome-focused solutions.

What we’re looking for

Technical Expertise

  • Extensive experience leading the end-to-end delivery of Freedom of Information (FOI) functions.
  • Proven track record managing sensitive and high-profile FOI matters, providing strategic, high-quality advice on information access, disclosure obligations, and information release.
  • Experience in managing external review processes, including responding to OVIC FOI reviews and complaints and managing FOI matters at VCAT.
  • Experience in information governance and records management, including knowledge of systems used to capture and store information.

Leadership and People Management

  • Demonstrated experience leading and developing multidisciplinary teams, fostering capability through coaching, mentoring, training, and ongoing professional development initiatives.
  • Strong ability to create a positive, high-performing team culture that supports collaboration, accountability, and continuous improvement.

Stakeholder Engagement and Relationship Management

  • Demonstrated success partnering with senior leaders and key stakeholders to achieve both strategic and operational objectives across the short and long term.
  • Highly developed relationship management skills, with the ability to build, influence, and maintain strong working partnerships across a diverse range of internal and external stakeholders.
  • Proven ability to navigate complex stakeholder environments, balancing competing priorities while achieving positive outcomes.
